Overview

When it opened in 1871, Mill 1 at Ponemah Mills in Norwich Connecticut featured a large ornate Second Empire-style building with towers, red brick walls, mansard roof, and massive windows. Vacant since 2007, Mill #1 has been converted to modern apartments. The Mill 1 rehabilitation project completed in 2019, included 180 affordable housing units and 133 market rate units within the restored mill’s brick exterior featuring new historically accurate windows, new roof and repaired masonry. Inside each apartment are exposed beams and woodwork as well as vaulted ceilings. Additionally, lifestyle-centric amenities such as a fitness center, game lounge, and more were added within Mill 1 for tenants to enjoy.

Contribution

Epsilon’s Historic Preservation experts drafted the state and federal historic rehabilitation tax credit applications for the reuse of the 275,000 sq. ft. riverside mill complex. Epsilon is also continuing to work with the developer on additional rehabilitation projects at other buildings within the complex for residential and commercial development.

Achievement

The Ponemah Mills received a Connecticut Preservation Award in 2019 and serves as an excellent example of a mill rehabilitation project and inspiration for others to preserve and reuse historic buildings!
