Epsilon Associates has recently welcomed six new employees. We continue to hire superb individuals at all levels of experience in our technical practice areas supporting our private and public clients and our partners across the U.S. Their areas of expertise include local, state, and federal environmental compliance and permitting – acoustics, air quality, real estate development, ecology – and our specialty niche in historic structures preservation planning.

Offshore Wind Environmental Permitting Expert Jill Rowe
Epsilon Associates was thrilled to welcome Jill Rowe to our team earlier this year. Jill is a leading offshore wind environmental assessment and permitting expert. With over two decades of experience in environmental consulting, Jill has subject matter expertise in NEPA support, developing fish, benthic, and essential fish habitat analyses, and evaluating spatial abundance and recruitment patterns. She has also provided support for modeling the fate and exposure of biota to oil and other chemical releases.
Jill has managed and assisted major projects that include both academic expert and consultant subcontractors, as well as facilitated and led technical working groups and expert committees for major initiatives such as the Deepwater Horizon Natural Resource Damage Assessment and the Bureau of Safety and Environmental Enforcement (BSEE) Relative Environmental Sensitivity Analysis. She is an author and contributor to various scientific papers and holds an M.S. in Marine Biology from the University of Charleston and a B.S. in Biology from DePauw University.
Jill offers her expertise to Epsilon partners and clients worldwide, and to her Offshore Wind team members located in Maine, Massachusetts, New York, Virginia, Maryland, and South Carolina. We are excited to have Jill on board as a member of our team and look forward to her continued contributions to our company.
Ecological Senior Scientist and Project Manager Greg Hochmuth
Epsilon Associates is excited to welcome Senior Scientist/Project Manager Greg Hochmuth. With over 24 years of experience in wetland ecology, wildlife biology, and project management, Greg is an expert in wetland restoration and replication, subsurface sanitary disposal system design, and vernal pool assessments. He is a certified Senior Professional Wetland Scientist, New Hampshire Certified Wetland Scientist, Registered Sanitarian, Certified Soil Evaluator, Certified Title 5 Inspector, and a Licensed Designer of Subsurface Sanitary Disposal Systems.
At Epsilon, Greg supervises staff scientists on wetland delineations and conducts complex delineations and permitting at the local, state, and federal levels. He supports large-scale onshore energy and infrastructure projects, commercial, residential, and institutional developments. Through his expertise in environmental permitting, impact statement preparation, and expert testimony, Greg ensures successful project outcomes for our clients. We are proud to have Greg on our team and grateful for his contributions.
GIS Expert Julia Brasch
Epsilon is delighted to introduce Julia Brasch as a new member of our GIS team. Julia supports a variety of clients and project types, including offshore wind, acoustics modeling, and historic preservation by providing expert GIS support. Prior to joining Epsilon, Julia served as a Watershed Planner for a California-based engineering consulting company, where she led GIS support for water resource planning and engineering projects for public sector clients. She also contributed to Seattle Public Utilities' 50-year stormwater/wastewater infrastructure planning effort as a Planning and Development Specialist. Julia holds a Bachelor of Arts in Biology and Environmental Science from Lesley University and a Master of Landscape Architecture from the University of Washington, Seattle. Her expertise includes floodplain management, environmental remediation, watershed ecology, ecosystem restoration, design implementation, and more. We are thrilled to have Julia join our team, and we are confident in her ability to add exceptional value to Epsilon client projects. Welcome!
GIS Expert Katana Boutiette
Epsilon is pleased to announce that Katana Boutiette has joined our GIS team. Katana previously worked at MassGIS, Executive Office of Technology Services and Security (EOTSS). Her experience at MassGIS positions her well to contribute toward successful client projects. At MassGIS, Katana worked on various 911-related projects, leading the charge in addressing submissions from municipal staff with impeccable detail. She edited records in the attribute tables of the NG9-1-1 Master Address Database and investigated complex address discrepancies through use of auxiliary data such as aerial imagery and internet research. She holds a Bachelor of Science in Environmental Science & Policy from Framingham State University. We are delighted to welcome Katana, who is already making significant contributions to Epsilon’s GIS team and our partners and clients. Glad you are here!
Ecological Staff Scientist Tianshu Huang
Epsilon welcomed Tianshu Huang to Epsilon as a Staff Scientist in the Ecological Sciences Group earlier this year. Prior to joining Epsilon, Tianshu served as a wetland scientist for an environmental consulting firm in Norfolk, Virginia where he honed his skills in wetland delineation, plant identification, geospatial analysis, and statistical software. He is also well-versed in assessing wildlife habitat and preparing permit applications. Tianshu holds a master's degree from Duke University, where he completed a project assessing the benefits and impacts of the removal of the Milburnie Dam in Raleigh, N.C and served as an active member of the Duke Students Association of Wetland Scientists. During his undergraduate studies in China, Tianshu studied disaster prevention and ecological coordination of the Plain River network system and interned as an Environmental Education intern for the Shanghai Office of the World Wildlife Fund.
Acoustical Staff Engineer Spencer Davis
Spencer Davis has joined Epsilon Associates as a Staff Engineer in the Acoustics Group. Spencer graduated from Rensselaer Polytechnic Institute in 2022 with both a master’s degree in Materials Science and Engineering with a dual major bachelor’s degree in Materials Science and Biomedical Engineering. He was a member of the Alpha Sigma Mu Materials Honor Society. For Spencer’s graduate project he evaluated chemical recycling of PVC using KOH-driven dehydrochlorination, while mapping the reaction progress using UV-vis spectrometry. He completed advanced coursework in Mechanical Properties, Structure and Bonding of Materials, Thermodynamics, and Kinetics of Materials as well as Electronic Properties of Materials. We are thrilled to welcome Spencer to our team and are confident he will make significant contributions to the Acoustics Group and its clients.
